License Plate Recognition (LPR) Usage and Privacy Policy

City Center Bishop Ranch (“CCBR,” “we,” “our,” or “us”) uses automated license plate recognition (“LPR”) technology to support parking management and operations, enhance safety and security, and help maintain a safe and welcoming environment for guests, visitors, tenants, and employees.  This policy outlines CCBR’s LPR usage and practices and supplements the CCBR Privacy Policy.

How We Use LPR Data

The LPR system captures images of vehicle license plates and converts them into readable data to assist with the uses described below.

We use  LPR data for the following purposes:

  • Parking operations, management and enforcement, including identifying unauthorized or non-compliance parking activity. Parking is intended for customers, tenants, employees, and authorized visitors. Parking on our private property while going to other locations not associated with the business of CCBR is prohibited.
  • Property safety and security, including detecting vehicles associated with theft, trespass, or other safety concerns.
  • Crime prevention and investigation, including cooperating with law enforcement when legally required or appropriate.
  • We may use LPR technology to respond to a person who has requested assistance locating their car.

We do not use LPR information for advertising, marketing, or consumer profiling.

LPR cameras are installed at the following key vehicle entry points:

  • Entrances to the North and South parking garages
  • Property entrances along Sunset Drive and Camino Ramon

Information We Collect

Through our LPR system, we collect:

  • License plate numbers
  • Date and time of entry and exit
  • General location within the property
  • Photographic images of vehicles at the time of entry

This information can be observed by any person physically present in the parking areas.

We do not directly collect personal identifying information such as names or contact details through the LPR system.

Accuracy and Verification

LPR technology is not 100% accurate, and we can never expect the LPR system to provide 100% inventory of all vehicles in the parking areas at any specific time. When necessary:

  • License plate reads may be verified by reviewing captured images or direct observation of a vehicle
  • System alerts associated with flagged license plates are cross-checked against internally maintained records identifying the basis for the alert

Data Sharing and Access

CCBR does not sell or share LPR data with third parties for commercial purposes.

Access to LPR data is restricted to authorized personnel and service providers who require access to perform their job functions, including:

  • City Center Bishop Ranch property management team (General Manager, Assistant General Manager, Property Manager).  Members of the property management team who have access to LPR data receive training regarding appropriate use of the LPR system and applicable privacy and data-handling requirements.
  • Authorized security personnel and system operators that support parking or security operations (including designated technology providers), subject to contractual confidentiality obligations
  • Law enforcement or governmental agencies, when requested or legally required in connection with public safety or criminal investigations, as permitted by law.  The law enforcement or governmental agency’s privacy policy governs their use of the data.

Data Retention

We retain LPR data for up to 60 days, unless a longer retention period is reasonably necessary for:

  • A security or law enforcement investigation
  • Compliance with applicable laws and regulations
  • Parking enforcement or dispute resolution

After the applicable retention period, the LPR data is securely deleted or overwritten in the normal course of business.

Data Security

We maintain reasonable administrative, technical, and physical safeguards designed to protect LPR data from unauthorized access, use, or disclosure in accordance with applicable law.

Signage and Notice

Notice of LPR use is provided through posted signage at the following property entry points and parking areas:

  • Entrances to the North and South parking garages
  • Property entrances along Sunset Drive and Camino Ramon

By entering or using the parking facilities at the property, you acknowledge that your vehicle license plate information may be collected, used, and processed as described in this policy.

California Privacy Rights

If you are a California resident, you may have rights under applicable privacy laws, including the right to request access to or deletion of personal information, subject to certain legal exceptions.

Video Surveillance & Privacy Policy

Bishop Ranch (“BR,” “we,” “us,” or “our” (inclusive of City Center Bishop Ranch)) uses video surveillance cameras in certain common areas of the project. This Video Surveillance & Privacy Policy explains how we collect, use, and protect video surveillance information in accordance with applicable California privacy laws, including the California Consumer Privacy Act, as amended by the California Privacy Rights Act (“CCPA/CPRA”).

1. Notice at Collection (Video Surveillance)

BR collects video recordings that may identify individuals when they enter or move through certain common areas of the project, including the parking garages and walkways.

We collect this information for the purposes described below. We do not sell or share video surveillance information for any commercial use, including advertising or marketing purposes.

Notice of video surveillance is provided through posted signage in our property entrances, parking areas, and other appropriate locations.

2. Purpose of Video Surveillance

Video surveillance is used solely for legitimate business and security purposes, including to:

  • Promote the safety and security of guests, tenants, employees, and property
  • Deter, detect, and investigate theft, vandalism, and other unlawful activity
  • Assist with incident review, response, and investigation
  • Support parking and property operations

Video surveillance is not used for marketing, advertising, or consumer profiling.

3. Areas Subject to Video Surveillance

Video surveillance cameras may be located in common areas of the project, which may include:

  • Parking lots and parking garages
  • Drive aisles and vehicle entrances
  • Building entrances and exits
  • Exterior common areas and walkways

Cameras are not installed in areas where individuals have a reasonable expectation of privacy, such as restrooms or changing areas.  BR’s cameras are not located in private tenant spaces.

4. Audio Recording

BR’s surveillance cameras do not record audio.

5.Use and Disclosure of Video Footage

Video surveillance footage is accessed only by authorized personnel, including the BR property management team (General Manager, Assistant General Manager, and Property Manager) and service providers who require access for legitimate business and operational purposes and is used only for the purposes described in this policy.

We do not sell video surveillance information. Footage may be disclosed:

  • To service providers acting on our behalf under contractual confidentiality obligations; or
  • When required or permitted by law, including in response to lawful requests from law enforcement or governmental authorities.

6. Retention of Video Footage

Video surveillance footage is retained for a limited period of time, generally no longer than 90 days, unless a longer retention period is reasonably necessary for:

  • An active investigation or incident
  • Safety or security purposes
  • Compliance with legal obligations

After the applicable retention period, footage is deleted or overwritten in the ordinary course of business.

7. Data Security

BR maintains reasonable administrative, technical, and physical safeguards designed to protect video surveillance information from unauthorized access, use, or disclosure.  Members of the BR’s property management team who have access to the cameras receive training regarding appropriate use of the cameras and applicable privacy and data-handling requirements.

8. California Privacy Rights

To the extent video surveillance footage constitutes personal information under the CCPA/CPRA, California residents may have rights regarding that information, subject to applicable exceptions and limitations, including the right to request access to or deletion of personal information.

Requests may be denied where necessary to protect security, public safety, or the rights of others, or as otherwise permitted by law.
